Why did the Industrial Revolution not happen in Middle-earth?

JRR Tolkien created a fantastical world of hobbits, elves, dwarves, and humans in The Lord of the Rings, and the history of this world is so long that readers can clearly notice a situation— — This is a world in which development has stalled. It took about 11,000 years from the First Era to the capture of Gandalf the wizard at Orthanc, compared to the Sumerian, Mesopotamian and Egyptian civilizations on Earth that developed about 6,000 years ago. The intelligent and highly civilized world of Middle-earth existed long before Earth, but this world just did not have the Industrial Revolution. Why ?
