The spokesperson did not specifically respond to Carr’s letter, other than to say that TikTok now transmits all U.S. user data through Oracle’s cloud infrastructure and continues to work to provide more protections for U.S. data.

But Carr believes that TikTok’s storage of U.S. user data on Oracle servers in the U.S. does not address security concerns. He said TikTok’s behavioral pattern goes against many of Apple’s and Google’s App Store policies covering privacy and data collection and use.

But his request may not be supported because the FCC has no authority to regulate app stores and the agency’s agenda is largely set by its Democratic chairman.

Back in 2020, President Donald Trump signed two executive orders aimed at banning the use of TikTok in the United States. In June 2021, the Biden administration repealed its predecessor’s TikTok ban and replaced it with a new process to review whether such apps pose a threat.
