On the one hand, the law seeks to enhance the US's advantages in areas such as chips by providing huge subsidies. On the other hand, it contains provisions that restrict companies receiving subsidies from expanding or building new advanced semiconductor manufacturing capacity in so-called "specified countries" for a period of ten years. . The relevant provisions run counter to the consensus of fairness, openness, and non-discrimination formed by the global semiconductor industry over the years, and violate the spirit of the World Semiconductor Council (WSC) charter established with the participation of the United States.
