Starting in 2026, any scientific paper receiving federal funding must be open access from the date of publication, the White House Office of Science and Technology Policy (OSTP) announced Thursday. The move could further shake up the scientific publishing industry. The United States is probably the world’s largest funder of scientific research, and the NIH invests more in medical research than the other top 20 organizations combined. But the paywall system of journal publishing makes it difficult for governments and people to access the research they fund. Paid scientific journals have been undermined by two trends over the past few years, the rise of open access journals and the growing popularity of preprints during Covid-19.
