Ant Group responded that Alipay’s high-tech enterprise certification was revoked

On the afternoon of October 6th, recently, the Shanghai High-tech Enterprise Recognition Steering Group announced the list of the first batch of high-tech enterprises to be revoked in 2022, including Shanghai Digital Certificate Certification Center Co., Ltd., Shanghai Youye Information Technology Co., Ltd., Alipay 14 companies including (China) Network Technology Co., Ltd. and Shanghai Xingqi Electromechanical Technology Co., Ltd. were on the list, which attracted media attention.

Regarding the revocation of the high-tech enterprise qualification certification, the relevant person of Ant Group responded that Alipay (China) did not take the initiative to apply again after the Shanghai high-tech enterprise qualification expired. Alipay (China) is a payment license company under Ant, and its R&D expenditure only accounts for a part of Ant’s overall R&D expenditure. Ant Group’s R&D expenditure in 2021 is 18.8 billion yuan, ranking sixth in the “Private Enterprise R&D Investment List” of the All-China Federation of Industry and Commerce. The Group’s R&D investment has increased by over 39% for three consecutive years. In the past two years, it has increased investment in basic technology fields such as privacy computing, blockchain, database, and security risk control.

In order to support and encourage the development of high-tech enterprises, the Ministry of Science and Technology, the Ministry of Finance, and the State Administration of Taxation have formulated the “Administrative Measures for the Recognition of High-tech Enterprises”, and carried out the recognition of high-tech enterprises. According to the regulations, high-tech enterprises are identified by the enterprise active declaration system, and the certification qualification is valid for 3 years. During this period, enterprises enjoy preferential tax policies. Upon expiration of the qualification period, if no application for review is submitted or the review fails, the qualification of the high-tech enterprise will automatically expire, and there will be no other impact except the inability to enjoy tax incentives.

Some people in the industry commented that the identification of high-tech enterprises is based on the company’s active application system. Some group companies adjust their R&D investment to other business sectors, and may choose to voluntarily give up the application. In fact, the absence of high-tech enterprise qualifications only means that the company no longer enjoys tax incentives.
