New infrastructure is an infrastructure system that is guided by new development concepts, driven by technological innovation, based on information networks, oriented to high-quality development needs, and providing services such as digital transformation, intelligent upgrades, and integrated innovation. It mainly includes three aspects: information infrastructure, fusion infrastructure and innovation infrastructure.

Accelerating the construction of new infrastructure in the field of transportation (hereinafter referred to as “new transportation infrastructure”) is to adhere to the new development concept to lead high-quality development, accelerate the construction of a transportation power, and promote the digitization of the transportation industry with digitization, networking, and intelligence as the main line important step in transformation. The Ministry of Transport has successively issued the “Guiding Opinions of the Ministry of Transport on Promoting the Construction of New Infrastructure in the Field of Transportation” (Jiaohuafa [2020] No. 75), “Action Plan for Construction of New Infrastructure in the Field of Transportation (2021-2025) “(Jiaohuafa [2021] No. 82), which provides direction guidance and policy basis for the industry to promote new transportation infrastructure. From a practical point of view, the industry generally believes that the new transportation infrastructure is still in the exploratory period, and it is necessary to make a practical summary in terms of concept connotation, task composition, implementation path, and institutional arrangements. Based on the practice of many projects, Alibaba Cloud, together with the Academy of Sciences of the Ministry of Transport, actively explored the development and construction of new transportation infrastructure in the highway field, and summarized some technical views and policy recommendations. On April 20, 2020, the National Development and Reform Commission clarified the scope of new infrastructure for the first time at a press conference.

First, the new transportation infrastructure in the highway field refers to the new development concept as the guide, the service of highway intelligent management and intelligent service needs as the main line, the new generation of information technology application as an important feature, and data as the key element and core drive. An infrastructure system that provides engineering carriers, key capabilities, and support for smart highway construction and the digital transformation and development of the highway industry. The second is the task composition of the new transportation infrastructure in the highway field, which usually includes but is not limited to: a ubiquitous perception system for facility performance and operating status, an advanced and applicable power supply and distribution and information communication system, a big data center system for inclusive sharing, and computing power facilities , medium and long-term performance observation system of highway facilities, technical standards and guidelines, etc. Third, in terms of the division of labor between the government and the market, the study believes that the new infrastructure in the highway field has economic attributes such as non-exclusivity, positive externalities, and natural monopoly, and its deliverables and derivative services have quasi-public product attributes.

To this end, the government needs to play a leading role in the planning and construction of new transportation infrastructure in the highway field, including the formulation of policies and standards; while the market should play an active role in operational services, comprehensive utilization of data resources, and business model innovation. The two companies have jointly built a good cooperation model in this field.
