Construction industry: energy structure, policies for inter-city areas are increased, and earthquake resistance standards are accelerated (report attached)

Industry Views

The prosperity level of the construction industry rose slightly, and the short-term epidemic affected expectations. With the warming of the climate, the construction progress of the construction industry has accelerated. The business activity index was 58.1%, an increase of 0.5 percentage points from the previous month, of which the business activity index of the civil engineering and construction industry was 64.7%, 6.1 percentage points higher than the previous month, up 0.5 percentage points from the previous month. The implementation progress of infrastructure projects continued to accelerate in the high-level boom range. From the perspective of market expectations, the business activity expectation index is 60.3%, although it has dropped from the previous month, but it continues to be in a high economic range, and companies are still relatively optimistic about the development prospects of the industry. It is recommended to pay attention to the recovery opportunities of the large infrastructure sector.

Under the background of “carbon neutrality”, my country’s energy structure optimization plan continues to advance. According to the “14th Five-Year Plan for Modern Energy System”, my country aims to reduce carbon dioxide emissions per unit of GDP by 18% in five years by 2025, and increase the proportion of non-fossil energy consumption to about 20% (about 25% in 2030). The proportion of power generation has reached 39%; the energy consumption per unit of GDP has dropped by 13.5% in five years, and the allocation of energy resources is more reasonable. Recently, the National Energy Administration issued the “Guiding Opinions on Energy Work in 2022”, requiring the proportion of non-fossil energy consumption to increase to about 17.3%, and the proportion of wind power and photovoltaic power generation to account for 12.2% of the total electricity consumption in society. It is recommended to pay attention to the field of new energy power station construction.

The “urban agglomeration metropolitan area” has significantly accelerated! Following the planning of Beijing-Tianjin-Hebei, Yangtze River Delta, and the Greater Bay Area, the Chengdu-Chongqing urban agglomeration, the Shandong Peninsula urban agglomeration, and the urban agglomeration in the middle reaches of the Yangtze River have continued to make efforts, and the Chengdu, Xi’an, Fuzhou, Nanjing, and Changsha-Zhuzhou-Tanzhou metropolitan areas have successively landed. Recently, the plan of Changzhou-Zhuzhou-Xiangtan Metropolitan Area was officially released, to build Changzhou-Zhuzhou-Xiangtan on the track, speed up the construction of Changyi long section and Changjiang-Jiangxi section of the Chongqing-Changzhou-Xiamen high-speed railway, promote the smooth transition of Hunan high-speed railway to connect Changzhou-Zhuzhou-Xiangtan, and study the long-distance connection between Changzhou-Zhuzhou-Xiangtan. The new high-speed rail channel in the triangle and Shandong Peninsula will gradually build a Chang-Zhu-Tan high-speed rail hub and an international railway hub. Make full use of the surplus capacity of existing railways to run intercity trains or urban (suburban) trains, accelerate the promotion of “zero transfer” between high-speed rail and intercity, and plan and construct projects such as the direct line between Changyi-Changzhou and Wuhan-Guangzhou high-speed rail. Further increase the operation of small group trains on the Changzhou-Zhuzhou-Tanzhou Intercity Railway, and accelerate the “transit-based” operation. The urban agglomerations that have not yet landed include the coastal areas of Guangdong, Fujian and Zhejiang, the Central Plains, the Guanzhong Plain, Harbin and Chang, central and southern Liaoning, central Shanxi, central Guizhou, central Yunnan, Hubao, Eyu, Lanzhou-Xining, Ningxia along the Yellow River, and the northern slope of Tianshan Mountain. The long-term development potential is great. The implementation of the plan in the past two years has been significantly accelerated, and the trend is clear.

Recently, 4 national standards and industry standards have been publicized for public comment drafts , including “Code for Seismic Design of Buildings”, “Classification Standards for Seismic Fortification of Construction Engineering”, “Building Energy Dissipation Dampers”, and “Seismic Technical Guidelines for Maintaining the Normal Use of Buildings”. The application of seismic isolation technology in the design plan has evidence and plans to be found, which further lays the foundation for the normative development of the industry. Among them, the “Code for Seismic Design of Buildings (Draft for Review)” has recently passed the review. Looking back at the current process of prefabrication is also the inflection point of the intensive introduction of standards. It is recommended to pay attention to the current opportunities for vibration reduction and isolation layout, and choose Zhenan Technology and Tiantie Co., Ltd.

The important provisions of “Code for Seismic Design of Buildings” are sorted out: 1. 3.1.3 is added to 3.1 Classification of Building Seismic fortification and fortification standards, and the specific content of the special chapter on seismic fortification is stipulated. It is required that for major construction projects located in high-intensity fortified areas, key earthquake monitoring and defense areas, construction projects that may have serious secondary disasters during an earthquake, and construction projects that cannot be interrupted or need to be restored as soon as possible during an earthquake, earthquake resistance should be prepared in accordance with regulations. Defense Special. The provisions of this article are one of the technical supports for implementing the relevant requirements of the Regulations. 2. According to the relevant provisions of the “General Code for Seismic Resistance of Buildings and Municipal Engineering” GB55002-2021 and “General Code for Concrete Structures” GB55008-2021, the requirements for the concrete strength grade of the core area of frame beams, columns and joints of the second seismic grade have been supplemented, and the The lower limit value of concrete strength grade for structural columns, core columns, ring beams and other types of components is established. 3. On the basis of the original structure and structural components, the reference targets and design methods for seismic performance-based design of building components and mechanical and electrical equipment attached to buildings under moderate earthquakes are added. It is clear that seismic performance-based design is one of the alternative design methods for the houses that need to be built in the earthquake-induced fracture avoidance area and the buildings that need to meet the normal use requirements under fortification earthquakes. Clearly implement the “Regulations”, clarify the architectural design that needs to meet the requirements of normal use under earthquake protection, and incorporate the seismic performance design of building components and mechanical and electrical equipment attached to the building into the document on the basis of structural components. The seismic requirements of buildings are more stringent, and the use of seismic isolation is easier to meet the design requirements.
