It is reported that the Burden Reduction Action 3.0 will serve as an important starting point to promote the solid implementation of policies, insist on changing functions, optimizing services, and continuously deepening and expanding the work of "delegating regulation and serving" in the field of scientific research. Urgent demands; adhere to the linkage between the top and bottom, compact responsibilities, give full play to the role of all competent departments, localities and grass-roots scientific research units, jointly promote the implementation of actions, improve the system, and fully stimulate the innovative vitality of young researchers. The various measures that have been launched and achieved good results in the Burden Reduction Action 1.0 and 2.0 have been transformed into a normalized mechanism and continued to be promoted, and are no longer included in the scope of this special action.
