Sina Technology News Beijing time on the evening of October 25th, according to reports, India’s antitrust regulator “Competition Commission” (CCI) announced today that it has imposed an antitrust fine of 9.36 billion rupees (about 113 million US dollars) on Google. It was Google abusing its dominance of the app store market to promote its own payment system.
The CCI launched the antitrust investigation in late 2020. The agency said today that Google’s requirement that developers use its payment system to purchase paid apps and pay for in-app purchases constitutes unfair competition and violates relevant regulations.
The CCI also said that Google’s failure to include its own apps, such as YouTube, in its billing system amounts to imposing discriminatory conditions and pricing because YouTube doesn’t pay for its services like other apps.
CCI believes that Google’s series of practices led it to use its dominant position in the mobile operating system and Android application store market to protect its position in the downstream market, thereby violating relevant regulations.
India is Google’s largest market by users. Over the past decade, Google has invested billions of dollars in the South Asian market, actively seeking new business opportunities. In India, Google has pledged to invest $10 billion over the next few years. Currently, 97% of the 600 million smartphones in India are powered by Google’s Android system.
On Thursday, Google was just fined 13.38 billion rupees (about $161.95 million) by India’s CCI for anti-competitive behavior related to Android mobile devices.
Currently, India’s CCI is investigating whether Google dominates five different markets, namely the licensable operating system for smartphones (Android), app stores, web search services, mobile web browsers and online video hosting platforms.
CCI believes that Google has a dominant position in all of these relevant markets. Device makers shouldn’t be forced to install Google’s range of apps, Google shouldn’t deny access to its Play Services API, or offer device makers money and other incentives, the CCI said.
