If aliens contact humans, who decides what we do next?

If human beings detect the message sent by an advanced civilization, it will undoubtedly be an event of concrete and significant significance to the entire human race, and all countries in the world must be prepared for it. Or are they really ready? Looking at the chaos created by the new crown epidemic, we are like chickens without heads. We cannot be scientifically, socially and politically clueless about preparing for an event that could happen at any time and afford to mismanage it. This is the question that the Seti (Search for Extraterrestrial Intelligence) Center for Extraterrestrial Intelligence at the University of St Andrews intends to address after the fact. Researchers plan to form an international team to study the various problems that may be faced after the detection of alien civilizations. Of course, even if we do receive a message from aliens tomorrow, we don’t need to respond hastily, because any intelligent civilization may be hundreds to thousands of light-years away, and the round-trip communication time will be extremely long. Time can respond appropriately. The more likely problem is that someone is responding on behalf of humanity as a whole before there is consensus.
