At the invitation of President Mirziyoyev, I will come to the beautiful city of Samarkand again to discuss with President Mirziyoyev the plan of cooperation between China and Uruguay, and attend the meeting. Both China and Uzbekistan are ancient civilizations. The great Silk Road has witnessed the friendly exchanges between the two thousand years of people. Uzbekistan is a major country and geographic center in Central Asia. In the past 31 years since independence, Uzbekistan has achieved fruitful results in national construction and national rejuvenation. Especially in recent years, under the leadership of President Mirziyoyev, the people of Uzbekistan have embarked on a new journey to build a “New Uzbekistan”, reform and development in various fields have entered the fast lane, the country has taken on a new look, people’s lives have been prosperous, and its international status has been significantly improved . This year marks the 30th anniversary of the establishment of diplomatic relations between China and Uruguay. Over the past 30 years, the tree of China-Uzbekistan relations has become more deeply rooted and thriving. The two countries have always respected each other, maintained good-neighborliness and friendship, stood together in the same boat, and achieved mutual benefit and win-win results. The cooperation in various fields has yielded tangible results.

– We are good friends with each other. Since 2016, I have maintained close contacts with President Mirziyoyev, and have established good working relations and profound personal friendship through meetings, phone calls, and exchange of letters. The two countries have established a comprehensive strategic partnership, support each other on issues concerning each other’s core interests, assist each other in advancing their respective development strategies, and learn from each other in expanding reform and opening up, constantly injecting positive energy into regional development.

——We are good partners for common development. China is Uzbekistan’s largest trading partner and major source of investment. In 2021, the bilateral trade volume will exceed US$8 billion. In the first half of this year, the bilateral trade volume was nearly 5 billion US dollars, and it is making steady progress towards the goal of 10 billion US dollars for the whole year. The cooperation between the two sides in the joint construction of the “Belt and Road” has achieved fruitful results, and major projects have been advanced in an orderly manner. All four pipelines of the China-Central Asia Natural Gas Pipeline pass through Uzbekistan. The “Anglian-Papu” railway tunnel, the longest tunnel in Central Asia, was successfully completed, the China-Kyrgyzstan-Uzbekistan highway and the China-Kazakhstan-Uzbekistan railway capacity potential were continuously released, and the preliminary work of the China-Kyrgyzstan-Uzbekistan railway project made positive progress , Uzbekistan is changing from a “land-locked country” to a “land-linked country”. – We are good brothers who help each other. China and Uzbekistan are close to each other and share safety and security. The two sides cooperate closely at regional and multilateral levels such as the Shanghai Cooperation Organization, jointly oppose external interference, combat the “three evil forces”, transnational organized crime, and drug trafficking, strengthen intelligence exchanges, expand personnel training, and jointly build security barriers. Since the outbreak of the novel coronavirus pneumonia, the two countries have been watching and helping each other, walking through the storm, and actively carrying out anti-epidemic cooperation. Chinese vaccines have become the main force in Uzbekistan’s anti-epidemic efforts and have achieved joint production. Anti-coronavirus drugs have been approved for clinical use in Uzbekistan, effectively protecting the lives of the people of the two countries.

More than 2,000 years of friendly exchanges and 30 years of mutually beneficial cooperation show that the strengthening of comprehensive cooperation between China and Uzbekistan conforms to the historical trend and serves the fundamental interests of the two peoples. Standing at the intersection of history and future, we are full of confidence and expectations for the future of China-Uzbekistan relations.

First, we need to increase mutual support and consolidate the bond of mutual trust. The two sides should draw a blueprint for China-Uzbekistan relations in the new era from a strategic and long-term perspective, strengthen high-level exchanges, enhance political mutual trust, deepen exchanges of experience in state governance and administration, and continue to support each other on issues involving each other’s core interests. China firmly supports Uzbekistan’s development path that suits its national conditions, and opposes any interference in Uzbekistan’s internal affairs.

Second, we should deepen mutually beneficial cooperation and seek common development and prosperity. Afghanistan is a neighboring country of China and Ukraine, and a peaceful, stable, developing and prosperous Afghanistan conforms to the common interests of both countries. This time I am in Uzbekistan to attend the Samarkand Summit of the Shanghai Cooperation Organization. This year marks the 20th anniversary of the signing of the SCO Charter and the 15th anniversary of the signing of the Treaty on Long-term Good-Neighborliness, Friendship and Cooperation among SCO Member States. Guided by the purposes and principles established in the Charter and the Treaty, the organization practices the “Shanghai Spirit”, adheres to its original mission, promotes the common maintenance of stability and common development among member states, and establishes a new type of international relations featuring mutual respect, fairness and justice, and win-win cooperation. It has become an important constructive force in Eurasian regional and international affairs.

Since Uzbekistan assumed the rotating presidency of the Shanghai Cooperation Organization, it has overcome the impact of the new crown pneumonia epidemic and other factors, strengthened communication and coordination with member states, and carried out various tasks in a solid manner, maintaining the healthy and stable development momentum of the organization. China speaks highly of this.
