Pinwan, August 8th, the Ministry of Transport organized the drafting of the “Guidelines for Self-Driving Vehicle Transportation Safety Services (Trial)” (Draft for Comment), which is now open to the public for comments. For the purpose of this guideline, an autonomous vehicle refers to a vehicle capable of performing all dynamic driving tasks under its designed operating conditions, including conditionally autonomous vehicles, highly autonomous vehicles, and fully autonomous vehicles.
The opinion draft proposes that, on the premise of ensuring transportation safety, the use of autonomous vehicles in closed bus rapid transit systems and other scenarios is encouraged to engage in urban bus (electric) vehicle passenger transport operations, and the use of autonomous vehicles in scenarios with simple traffic conditions and relatively controllable conditions is encouraged. Driving a car to engage in taxi passenger transportation operations, and use autonomous vehicles to engage in road general cargo transportation operations in scenarios such as point-to-point trunk road transportation and relatively closed roads. Use autonomous vehicles prudently in road passenger transport operations. The use of autonomous vehicles to engage in the operation of road transport of dangerous goods is prohibited.
Autonomous vehicles engaged in transportation operations shall be insured with compulsory motor vehicle traffic accident liability insurance, safety production liability insurance, and third-party motor vehicle liability insurance with an insurance amount of not less than 5 million yuan. Self-driving cars engaged in road passenger transportation and online booking of taxis for passenger transportation shall also insure carrier liability insurance in accordance with relevant state regulations.
Conditional autonomous and highly autonomous vehicles engaged in transportation operations shall be equipped with drivers, and fully autonomous vehicles engaged in transportation operations shall be equipped with remote drivers or safety officers. Drivers and safety officers shall pass the training and assessment organized by the transportation operator, master the instructions for the use of autonomous vehicles, be familiar with the risks of autonomous vehicle operation routes, and have the ability to deal with emergencies in emergency situations. The driver shall also comply with the regulations and requirements for the management of practitioners in the field of transportation, and obtain the corresponding qualification certificate.
