In order to effectively strengthen the governance of cyber violence, further consolidate the main responsibility of the website platform, improve and improve the long-term working mechanism, effectively protect the legitimate rights and interests of the vast number of netizens, and maintain a civilized and healthy network environment, the following notice is hereby notified.

1. Establish and improve the early warning and prevention mechanism for cyber violence

1. Strengthen content identification and early warning. Website platforms should establish standards for the classification of cyber violence information and a sample database of typical cases, and on the basis of distinguishing between public opinion supervision and good faith criticism, clarify and refine the standards for content related to cyber violence, and enhance the accuracy of identification and early warning. Combined with the business characteristics of the website platform and specific disposal cases, the classification standards will be continuously updated and the sample database will be continuously improved.

2. Build a cyber storm technology identification model. Website platforms should comprehensively consider the categories of events, target subjects, number of participants, information content, release frequency, link scenarios, reporting and complaints, etc., to establish a cyber violence identification model that suits its own characteristics, and timely detect early warning cyber violence tendencies and signs of problems. .

3. Establish an emergency response mechanism for Internet violence and public opinion. 4. Strengthen the disclosure of authoritative information. For hot events with risks of cyber violence, website platforms should forward and push authoritative information in a timely manner, guide netizens to speak rationally, and jointly resist cyber violence.

4. Strict punishment according to law

1. Classify and dispose of accounts related to cyber violence. 2. Compact work responsibilities. Guide and urge the website platform to consolidate the main responsibilities, optimize the function settings according to the work requirements, improve the technical level, strengthen the problem discovery and disposal, continuously improve the work methods, and effectively enhance the ability and level of Internet violence problem governance.

3. Strengthen long-term governance.
