According to the conclusions of the network security review, the problems found and the clues transferred, the Cyberspace Administration of China filed a case for investigation into CNKI’s suspected illegal handling of personal information in accordance with the law. It has been verified that the main operating entities of CNKI are Tongfang CNKI (Beijing) Technology Co., Ltd., Tongfang CNKI Digital Publishing Technology Co., Ltd., and “China Academic Journals (CD-ROM Edition)” Electronic Magazine Co., Ltd. 14 mobile apps such as HowNet and HowNet Reading, etc., collected personal information in violation of the principle of necessity, collected personal information without consent, did not disclose or clearly express the rules of collection and use, did not provide account cancellation functions, and did not promptly cancel accounts after users canceled their accounts. On September 1, the State Internet Information Office comprehensively considered the nature, consequences, and duration of CNKI’s illegal processing of personal information in accordance with laws and regulations such as the “Network Security Law”, “Personal Information Protection Law”, and “Administrative Penalty Law”.
