Amid mass protests, the Iranian government has increased restrictions on the internet, while the country’s netizens have turned to VPNs and Tor to try to circumvent the restrictions . There are two kinds of Internet blockades in Iran: one is a physical disconnection, which cannot be bypassed; and a more common one is the use of techniques such as deep packet inspection to restrict access to specific social networks and websites, usually through a VPN and other means to bypass. Iran’s restrictions on the internet are intermittent, curfew-like, restricting access from 4 p.m. until late at night. Data from Top10VPN shows that on September 22, the day after Iran blocked WhatsApp and Instagram, demand for VPN services surged by 2,164% compared to the previous 28 days. September 26 was a peak, with demand 3082% above average.
