Beijing plans to require recycling mobile phones to clean up data in person

Pinwan, June 20, Beijing Municipal Administration of Market Supervision recently issued a draft for comments on the recycling specification of waste electrical and electronic products , which clearly regulates the collection process. When using electronic products with personal privacy, the user’s personal information should be cleaned up, the customer’s right to privacy should be maintained, and customer-related information should not be disclosed to third parties.

The Exposure Draft states that the collection process includes, but is not limited to, the following relevant requirements:

  • a) Business operation specifications should be developed for the collection process;
  • b) The collected waste electrical and electronic products shall not be randomly stacked, discarded or dismantled on site;
  • c) When collecting waste electrical and electronic products containing refrigerant, protection should be taken, and the refrigeration system should be kept as complete as possible to prevent refrigerant leakage from causing environmental pollution;
  • d) During the handling, loading and unloading process, the waste electrical and electronic products should be prevented from being damaged and causing environmental pollution;
  • e) When recycling waste mobile phones, computers and other electronic products that involve personal privacy, the user’s personal information should be cleaned up and the customer’s privacy rights should be protected;
  • f) Do not disclose customer-related information to third parties.

In addition, operators of recycling waste electrical and electronic products should adopt various methods to provide users of electrical and electronic products with convenient and fast recycling services. Collection channels include but are not limited to:

  • a) Recycling by trade-in at sales outlets;
  • b) After-sales service repair and recovery;
  • c) community recycling;
  • d) institutional recycling;
  • e) Internet recycling.
