According to Zang Tiewei, in December 2022, after the 38th meeting of the Standing Committee of the 13th National People’s Congress, the second review draft of the revised anti-espionage law and other related draft laws were published on the NPC website for public opinion. A total of 201 comments from 112 people were received on the Second Review Draft of the Anti-espionage Law Amendment Draft. It is generally believed that the revision of the Anti-Espionage Law is a major measure to improve the national security legal system. The revised draft adheres to the problem-oriented approach, enriches and improves the functions and powers of the anti-espionage work, job security, and effectively connects with other laws and regulations. , safeguard national sovereignty, security and development interests, and provide a strong guarantee of the rule of law. The opinions of the public on further revision and improvement of the revised draft mainly focus on the following aspects:

1. Improve the definition of espionage and increase regulations on cyber espionage.

3. Balance the relationship between counter-espionage work and the protection of the legitimate rights and interests of individuals and organizations, and strengthen the protection of personal information in counter-espionage work.
