At the opening ceremony, the overall strategy of Ningxia hub construction was released, 14 strategic cooperation agreements with a total investment of 271 billion yuan were signed, and 24 major investment project contracts with a total investment of 72.7 billion yuan.
This conference is hosted by the People’s Government of Ningxia Hui Autonomous Region. It is the first conference in the western region with the theme of digital empowerment. It adopts an “online + offline” model and sets up an opening ceremony, a main forum and a sub-forum. The Yinchuan Smart City Summit and Yuntian Conference have been held many times before, and they have also become two sub-venues of the “Western Digital Valley” Hashpower Industry Conference.
During the conference, a number of academicians of the Chinese Academy of Sciences, the Chinese Academy of Engineering, industry experts and heads of leading digital economy companies delivered keynote speeches. The heads of the four major operators, Huawei, Tencent, ZTE and other enterprises will focus on the full implementation of the national strategy and accelerate the promotion of the “East and West” project to carry out roundtable dialogues.
In December 2021, the National Development and Reform Commission and other departments agreed that the Ningxia Hui Autonomous Region will start the construction of a national hub node for a national integrated computing power network, and plans to set up a Zhongwei data center cluster. Ningxia has become an important part of the “East and West” project.
On August 5 this year, in order to accelerate the construction of the Ningxia hub and make every effort to build a “Western Digital Valley”, the General Office of the People’s Government of the Ningxia Hui Autonomous Region issued the “2022 Promotion Plan for the Construction of National Hub Nodes of the National Integrated Computing Power Network in Ningxia Hub” (below “Promotion Plan”) and “Opinions on Several Policies for Accelerating the Construction of the “East Digital and Western Calculation” Project to Build the National Hub Node of the National Integrated Computing Power Network Ningxia Hub” (hereinafter referred to as the “Opinions”).
The “Promotion Plan” proposes to promote the construction of “one cluster”, “three major bases”, “five-number system” and “seven projects”, and promote the planning, high-level layout and high-standard construction of the Ningxia hub, so as to create a high-reliability, high-energy-efficiency, A low-carbon and environmentally friendly data center will form a batch of typical demonstration scenarios and applications of “East Digital and Western Computing” as soon as possible, and build a high-quality computing power guarantee base for the whole country.
The “Opinions” propose to strengthen infrastructure construction and improve the support capacity of the Ningxia hub; build a new computing power system to create a first-class data center cluster; cultivate and expand market players to promote the vigorous development of the digital economy; create a favorable development environment and improve the factor resource guarantee mechanism.
