In order to ensure public safety and maintain order in Xiamen’s airspace, in accordance with the relevant provisions of the “Administrative Measures for the Public Safety of Xiamen Civil Unmanned Aircraft”, the relevant requirements for strengthening the safety management of unmanned aerial vehicles and other civil unmanned aircraft are hereby announced as follows:

1. Real-name registration of sales and purchases. Sellers of unmanned aerial vehicles and other civil unmanned aerial vehicles shall establish a sales ledger, record the name (name), contact information of the purchaser, and the name, model, serial number and other relevant information of the civil unmanned aerial vehicle, and accept the inspection of relevant departments. And inform the purchaser of the relevant regulations and instructions. After obtaining the civil unmanned aircraft, the owner of the civil unmanned aerial vehicle shall register with the Civil Aviation Administration of China’s real-name registration information system for civil unmanned aerial vehicles in accordance with the regulations.

2. Pre-approval and filing. UAVs and other civil unmanned aircraft shall strictly comply with the requirements of the Basic Rules of the People’s Republic of China for Flight and the Regulations on General Aviation Flight Control, and declare the flight airspace and plan to the flight control department in advance. handle. After approval, use civil unmanned aerial vehicles such as drones in schools, kindergartens, hospitals, stations, passenger terminals, shopping malls, stadiums, exhibition halls, parks, cinemas, theaters and other public gatherings, crowded places and large-scale events. 3. Follow the flight route. Strictly follow the declared route and range, and it is strictly forbidden to fly over important units, facilities and places related to the national economy and people’s livelihood, national security and public safety and “Xiamen Municipal People’s Government on Amending Xiamen Gaoqi International Airport Clearance Protection Area and Electromagnetic Environmental Protection Area and its related Fly in the no-fly area delineated by the Notice of Protection Requirements.
