In addition, Hu Houkun admitted that there are still many problems to be solved urgently in the cooperation between Huawei and ecological partners, mainly in terms of rules and order, organizational structure, and personnel stability. ” Huawei established a series of legions last year, and this year proposed a strategy of sinking into the commercial market. During this process, Huawei’s organizational adjustment has also accelerated the internal flow of employees , allowing customers to raise concerns in terms of personnel professionalism and communication.”
In response to these problems, he said that starting this year, the option of ‘partner satisfaction’ will be added to the performance appraisal of Huawei’s cadres and employees, which will appropriately reduce the proportion of sales performance in the past appraisal weights.
He also mentioned that in order to build a good relationship with partners, Huawei needs to focus on several fundamental issues: taking interests as the link, based on integrity, and guaranteed by rules. Huawei will establish rules and guarantees through three aspects: policy process and IT, supervision and communication, and evaluation and traction.

In terms of level, Huawei’s legion and operator BG, enterprise BG, and consumer BG belong to the same level and stand side by side.
Huawei has also given the legion great authority. Although it is not affiliated with the three major BGs, it can mobilize and match internal priority resources. For example, it can sell all the company’s products, and can also deploy all the company’s research and development resources, including the 2012 laboratory’s basic research and development, and the product line’s commercial research and development.
